Dear Parents,

The European Schools, of which Parma is part, provide a set or rules and  regulations  regarding the support to Special Educational Needs (SEN) of their students.  The local country government have their own laws too. Navigating this intricate system might be daunting for anyone.  We are a group of parents that have teamed up together to safeguard the rights of our children. If you have any questions, or worries, please contact one of the the following parents. We are here to assist you, regarding your child having the proper help,with our own knowledge, built though personal experience.

Many documents regarding SEN will be posted here, in a mixture of languages. Some are hard to find. A good source is the European Schools website. Please feel free to download them. Here are some of them:

HOW TO:
  1. For new parents - Before enrolling in this school inform school of your SEN child, or has a Learning disability. The school has to evaluate if they are able to give the necessary help.
    For school parents - If you suspect your child has a learning disability, inform the school about your concerns. Immediately talk to your Head Teacher. Ask for a meeting in writing, and copy SEN school WG, and the Depyty Director.
  2. There are 3 types of help the school can offer:
    (i) General Support  (Learning Support - usually temporary, until the student catches up with the curriculum)
    (ii) Moderate Support (more targeted help, usually accompanied by a PDP, and Special Arrangements).
    (iii) Intensive Support (for more severe and certified Learning Disabilities. The student has a support teacher)
  3. If you already have an EU Certification in an official EU language, with the ICD-10 code, it should be valid for the school. However, the school will have to give more specific details on this matter.

    The World Health Organisation, has an  International Classification of  Functioning, Disability and Health (ICD-10).  In Italy, from2013, ALL documentation produced by the competent authorities have these codes. This signifies that no matter what country your documentation comes from, it has to be accepted by all.

  5. Immediately go to the school. Give your "Certificazione BES/DSA" to the school. Ask for a school SEN Support Group Meeting to prepare your child's PDP/PEI (see Glossary). The SEN Certification has to be updated every 2 years.
  6. All PDP should be prepared by November 30th, of the school year. Important deadlines (ITALY DEADLINES documentazione sostegno 14-15) according to Italian law on all SEN documents and schools. The file shows the necessary steps to be taken by a local Italian middle school.
  7. The school will call for a meeting with the teachers, the SEN school WG, the doctor, and the parents to discuss the PDP or PEI.
  8. The parents all sign the PDP for the current year, ONLY if they agree.
  9. Points 4 to 7, are done each year, (or every 2 years for Point 4).
